The Two Things That Explain 90% of Fit-Out Approvals in Dubai

Fit-out approval in Dubai sounds complicated, but two ideas explain almost all of it.

1. Jurisdiction is by LOCATION

Which government authority issues your fit-out or building permit depends on where the unit physically sits. There is no single Dubai-wide fit-out authority. A villa in a mainland community, a unit in a TECOM free-zone community, a shop on the Palm and an office in DIFC are each governed by a different permitting authority.

2. Approvals are LAYERED — usually two layers, in order

Most fit-outs need approvals in this sequence:

  1. Developer / community / mall management NOC (usually first and mandatory). The building or community owner issues its own fit-out approval, a Tenant Design Manual, a refundable deposit, and an approved-contractor list. As a general rule, without the building-management NOC the government authority will not accept the permit application.
  2. Government / free-zone authority permit. The actual building or fit-out permit from DDA, Trakhees, Dubai Municipality, DIFC, DMCC and so on.

Two things cut across BOTH layers, in every jurisdiction

  • Dubai Civil Defence (DCD) — fire and life-safety design approval plus a final inspection. The DCD completion certificate is the official prerequisite for the authority's Fit-Out Completion Certificate.
  • DEWA — the utility (power and water) connection and energization, submitted by a DEWA-enrolled contractor.

Which Approval Do I Need? A Decision Aid by Location

Use your unit's location to find the authority that issues your permit. Jurisdiction is ultimately confirmed per-plot (via the Affection Plan / project registration), so treat this as a guide and confirm for your specific unit.

Common errors worth avoiding: Business Bay is DM jurisdiction, not DDA. DDA does not govern Dubai Silicon Oasis or Business Bay — it governs the 12 TECOM communities. Trakhees jurisdiction is plot / ownership-based, not a fixed map, so always confirm per-plot.

The Cross-Cutting Approvals — DCD and DEWA

Whatever your location, two further approvals apply to almost every fit-out:

  • Dubai Civil Defence (DCD) approval — fire and life-safety drawing approval plus a final inspection, in all jurisdictions. The DCD completion certificate must precede the authority's Fit-Out Completion Certificate.
  • DEWA approval — the electricity (and water) fit-out connection, submitted by a DEWA-enrolled contractor, with energization on payment of a security deposit.

The Typical Approval Journey

Most fit-out approvals follow this sequence, with a few tracks running in parallel. The officially confirmed hard dependency is that the DCD fire design approval and the authority permit must be in hand before site works begin, and the DCD completion certificate must precede the authority's Fit-Out Completion Certificate.

  1. Determine jurisdiction by location — this blocks everything else.
  2. Appoint a registered consultant and a classified fit-out contractor (plus MEP) — drawings must be stamped by a registered consultant; fire scope needs a DCD-approved contractor.
  3. Obtain the developer / building / community / mall NOC — usually required before the government permit application is accepted.
  4. Prepare the concept design and drawings — architectural, MEP (including fire-fighting and alarm), and structural where slabs, cores or mezzanines change.
  5. Dubai Civil Defence (DCD) fire design approval.
  6. Authority fit-out / building permit (DDA / Trakhees / DM / free zone).
  7. DEWA / utility connection — can run in parallel; blocks energization.
  8. Execution with inspections during the build.
  9. Final inspection (including the DCD inspection) — blocks completion and occupancy.
  10. Completion certificate, DEWA energization and deposit refund — the DCD completion certificate feeds the authority's Fit-Out Completion Certificate; DEWA energizes on payment of the security deposit; the building or mall deposit is refunded after handover (a commercial term, not an authority step).

  • Trade licence and, where applicable, Ejari tenancy registration (verified as mandatory by DDA) or title deed / Oqood for owned units.
  • Landlord / building-owner NOC (mandatory in most cases) and the contractor appointment letter.
  • Stamped drawings by a licensed UAE engineer — architectural, MEP (with fire-fighting and alarm in DCD format), and structural where the works affect the structure.
