Which authority approves a fit-out depends on the plot, not the neighbourhood name. This finder covers Dubai Municipality (DM), the Dubai Development Authority (DDA), Trakhees (PCFC, the Ports, Customs and Free Zone Corporation) and the free-zone authorities DIFC (Dubai International Financial Centre), DMCC (Dubai Multi Commodities Centre), JAFZA (Jebel Ali Free Zone), Dubai South and the Dubai Silicon Oasis Authority (DSOA). Beside them sit Dubai Civil Defence (DCD), the Dubai Electricity and Water Authority (DEWA) and a No Objection Certificate (NOC) from the building owner or developer. It lists the authorities that may apply to your zone, marks each answer by how well it is sourced, and names the source behind it. Where nobody publishes an answer, it says so instead of guessing.

Civil Defence and DEWA sit beside the location permit. The DEWA fit-out connection eService is free for enrolled consultants and contractors, and that is verified. Civil Defence order is verified only through DDA's card, where the DCD Completion Certificate must come before the DDA Fit-Out Completion Certificate.
Dubai has no official district-to-authority map. The plot decides, not the neighbourhood name, and in some areas two authorities share a district. Compare your plot with its affection plan, then look it up in DDA's Development Information System at https://gis.dda.gov.ae/DIS before anything is submitted.
