Check 1 is the one that decides your programme

The fit-out contractor is the licensed entity named on the authority submission. That is not a formality, and it is the check that separates firms most sharply in Dubai.

A design studio can produce a concept and a drawing set. It cannot be the party a permit is issued to. Three consequences follow, and they all land on your programme:

  • The submission is made in the contractor's name. Dubai Municipality, Trakhees or the free-zone authority reviews the package against the entity that will actually execute it.
  • Inspections are attended on site. Dubai Civil Defence and DEWA sign off installed work, not design intent.
  • The completion certificate is issued against executed works. A design consultant alone cannot hand you a legally occupiable space.

If the answer to check 1 is "we work with a contractor", you are appointing a coordinator, not a contractor. That can be a perfectly reasonable arrangement — but you now have two firms, and the gap between them is where fit-out programmes lose time.
