Any food business in Dubai — a restaurant, café, cloud kitchen, supermarket or bakery — must clear Dubai Municipality's food-safety process, and the critical step happens before you build: a pre-construction kitchen Layout Assessment for Food Establishment Licensing. On top of that you need a food-activity permit through hub.dm.gov.ae, food-grade finishes, a HACCP-based food-safety system run by a DM-certified Person-in-Charge, and food-handler health cards. Kitchen design follows Dubai Municipality's occupational-health kitchen guideline (GU46), and the submission goes through the Dubai Municipality digital hub (hub.dm.gov.ae). Because the layout must be approved before construction, it sits early in the sequence — building first and seeking approval later is a costly mistake.
Alongside the layout assessment, a "Permit Related to Food Activities" is required through hub.dm.gov.ae. This is the operating permit that lets you carry out the licensed food activity once the establishment is built and inspected.

Once operating, the establishment is subject to Dubai Municipality food-safety inspection and grading. Dubai Municipality runs an inspection and grading scheme (currently transitioning to its "DMChecked" framework). We do not publish specific score bands or colours — the scheme's published structure changes — but the principle is that ongoing compliance is inspected and graded, and the layout and management system you build are what underpin a good outcome.
