There is no separate "office approval" — you follow the same standard fit-out chain that applies to almost any commercial unit, and the only real variable is which authority governs your building's zone.

Things tenants often assume need their own authority sign-off do not:

  • Internal partitions, ceilings and workstations are part of the architectural fit-out drawings, not a separate approval.
  • IT, data and structured cabling are part of the MEP / electrical scope, not a standalone authority permit.
  • Furniture and finishes are specification, not permitting.

Step 1 — Identify Your Building's Zone (This Decides Everything)

The governing authority for your office depends entirely on where the building physically sits:

  • Mainland Dubai (Business Bay, Deira, Bur Dubai, Al Quoz, Sheikh Zayed Road and most commercial districts) → Dubai Municipality (DM). See Dubai Municipality approval.

Common error: Business Bay is Dubai Municipality, not DDA. DDA governs the TECOM communities — not Business Bay or Dubai Silicon Oasis. Confirm jurisdiction for your specific building before anything else.

Step 2 — The Building Management NOC

In almost every office tower, the building owner or management must issue a fit-out NOC before the location authority will accept your permit application. The building typically also provides its own fit-out guidelines, an approved-contractor list and a refundable deposit. This is the first of the two layers — the building NOC, then the authority permit.

Step 3 — The Location Authority Fit-Out Permit

With the NOC in hand, your DDA / Trakhees / DM fit-out (or building modification) permit is submitted, on stamped drawings from a registered consultant. The exact module name varies by authority — DDA issues a Fit-Out Permit, Trakhees works through Modification Services under the Blue Code, DM runs its Build-in-Dubai single window — but the principle is the same.

Step 4 — Dubai Civil Defence (DCD) Fire Approval

Offices still need DCD fire and life-safety approval — the fire-fighting and fire-alarm drawings reviewed before works begin, then a final inspection. Step 5 — DEWA Connection

The DEWA electricity (and where relevant water) connection is submitted by a DEWA-enrolled contractor and energized on payment of a security deposit. It can run in parallel with the rest of the chain but blocks energization. See DEWA approval.
