Carpet and partitions do not solve dropped weights. Isolation has to be in the floor build-up under the drop zones, and the layout should keep impact areas away from shared walls and from slabs above sensitive neighbours wherever the plan allows. Which authority reviews your drawings depends on where the unit physically sits: Dubai Municipality on the mainland, DDA in the TECOM communities, Trakhees in Nakheel and Ports areas, and DMCC or DIFC in their own zones.
